Narrative:
The flight was from oak to dfw. The clearance was OAK5 lin J84 MVA J198 ilc J58 rsk. At FL370 somewhere between lin and MVA we were cleared direct ilc. While proceeding direct to ilc we asked for a deviation of 30 degrees right for WX. The controller (ZOA) stated 'deviation right off course is approved.' we kept the build up just out the left side of the aircraft. A few mins later ZOA told us to contact ZLC on XXX.xx. We contacted ZLC 'identify, FL370, diverting to the south for WX,' the controller stated 'who is deviating for WX and who authority/authorized the deviation.' I told him 'identify, the previous controller.' after a min or two, he stated that he did not have us on radar so I told him we were just north of oal (coaldale). He then stated that he did not see us nor did he know who we were. I told him we would go back to our original ZOA frequency and get the right sector frequency. We then tried 2 attempts on the old ZOA frequency, but did not get a response. Since we were diverting to the south, I did not want to waste time so I decided to go back to ZLC. We informed the controller that we were unable to reach ZOA and would appreciate it if he could find the correct sector's frequency. We again told him we were near oal (coaldale). He then stated he would have to do a 'search' and then stated, 'ok, now I see you, contact ZLC on XXX.xx.' we acknowledged and contacted the new ZLC frequency and stated 'identify, FL370, diverting to the south off course due to WX.' the controller stated 'negative, turn left 060 degrees.' I informed him that we had buildups just off the left of the aircraft and he stated that we were about to or had entered restr area. We complied with the turn and when clear, we were given 'cleared direct ilc' which then allowed us to stay clear of the thunderstorm. I believe the restr area in question was R4807-a or R-4809. Known points: our operations was told by ATC that we were in fact given authority/authorized to deviate south off course for the WX. The ZLC sector controller who should have got the handoff wasn't talking to us, and the sector controller we were talking to was not talking to the other sector controller. There was evidently a lost communications gap that was generated by an incorrect sector frequency going from ZOA to ZLC. The whole incident took place within a few mins. Our ground speed was approximately 450 KTS and the distance traveled was approximately 50 mi. Less than 7 mins.

Narrative: THE FLT WAS FROM OAK TO DFW. THE CLRNC WAS OAK5 LIN J84 MVA J198 ILC J58 RSK. AT FL370 SOMEWHERE BTWN LIN AND MVA WE WERE CLRED DIRECT ILC. WHILE PROCEEDING DIRECT TO ILC WE ASKED FOR A DEV OF 30 DEGS R FOR WX. THE CTLR (ZOA) STATED 'DEV R OFF COURSE IS APPROVED.' WE KEPT THE BUILD UP JUST OUT THE L SIDE OF THE ACFT. A FEW MINS LATER ZOA TOLD US TO CONTACT ZLC ON XXX.XX. WE CONTACTED ZLC 'IDENT, FL370, DIVERTING TO THE S FOR WX,' THE CTLR STATED 'WHO IS DEVIATING FOR WX AND WHO AUTH THE DEV.' I TOLD HIM 'IDENT, THE PREVIOUS CTLR.' AFTER A MIN OR TWO, HE STATED THAT HE DID NOT HAVE US ON RADAR SO I TOLD HIM WE WERE JUST N OF OAL (COALDALE). HE THEN STATED THAT HE DID NOT SEE US NOR DID HE KNOW WHO WE WERE. I TOLD HIM WE WOULD GO BACK TO OUR ORIGINAL ZOA FREQ AND GET THE R SECTOR FREQ. WE THEN TRIED 2 ATTEMPTS ON THE OLD ZOA FREQ, BUT DID NOT GET A RESPONSE. SINCE WE WERE DIVERTING TO THE S, I DID NOT WANT TO WASTE TIME SO I DECIDED TO GO BACK TO ZLC. WE INFORMED THE CTLR THAT WE WERE UNABLE TO REACH ZOA AND WOULD APPRECIATE IT IF HE COULD FIND THE CORRECT SECTOR'S FREQ. WE AGAIN TOLD HIM WE WERE NEAR OAL (COALDALE). HE THEN STATED HE WOULD HAVE TO DO A 'SEARCH' AND THEN STATED, 'OK, NOW I SEE YOU, CONTACT ZLC ON XXX.XX.' WE ACKNOWLEDGED AND CONTACTED THE NEW ZLC FREQ AND STATED 'IDENT, FL370, DIVERTING TO THE S OFF COURSE DUE TO WX.' THE CTLR STATED 'NEGATIVE, TURN L 060 DEGS.' I INFORMED HIM THAT WE HAD BUILDUPS JUST OFF THE L OF THE ACFT AND HE STATED THAT WE WERE ABOUT TO OR HAD ENTERED RESTR AREA. WE COMPLIED WITH THE TURN AND WHEN CLR, WE WERE GIVEN 'CLRED DIRECT ILC' WHICH THEN ALLOWED US TO STAY CLR OF THE TSTM. I BELIEVE THE RESTR AREA IN QUESTION WAS R4807-A OR R-4809. KNOWN POINTS: OUR OPS WAS TOLD BY ATC THAT WE WERE IN FACT GIVEN AUTH TO DEVIATE S OFF COURSE FOR THE WX. THE ZLC SECTOR CTLR WHO SHOULD HAVE GOT THE HDOF WASN'T TALKING TO US, AND THE SECTOR CTLR WE WERE TALKING TO WAS NOT TALKING TO THE OTHER SECTOR CTLR. THERE WAS EVIDENTLY A LOST COMS GAP THAT WAS GENERATED BY AN INCORRECT SECTOR FREQ GOING FROM ZOA TO ZLC. THE WHOLE INCIDENT TOOK PLACE WITHIN A FEW MINS. OUR GND SPD WAS APPROX 450 KTS AND THE DISTANCE TRAVELED WAS APPROX 50 MI. LESS THAN 7 MINS.
