Narrative:
First clearance was to FL310.; we requested right turn deviation for WX avoidance. ATC communication was broken up by unauthorized ground-to-ground communication on center frequency 128.20 MHZ. We did not receive a call to stop our climb at FL280. TCASII gave an RA, we complied. Descended to FL280. People on ground spoke spanish and blocked out ATC from our altitude of 1500 ft to FL280. Center frequency of 128.20 MHZ was subsequently closed. We called ATC, explained why we were not at FL280. They informed me that no further action would be taken. On a previous flight, same people on ground were interfering. Wish law enforcement could find them and torch those radios.

Title: LR45 WITH ZAB EXPERIENCED RADIO INTERFERENCE, RECEIVED TCASII RA AND DID NOT REACH ASSIGNED ALT.
Narrative: FIRST CLRNC WAS TO FL310.; WE REQUESTED R TURN DEV FOR WX AVOIDANCE. ATC COM WAS BROKEN UP BY UNAUTH GND-TO-GND COM ON CTR FREQ 128.20 MHZ. CTR FREQ OF 128.20 MHZ WAS SUBSEQUENTLY CLOSED. WE CALLED ATC, EXPLAINED WHY WE WERE NOT AT FL280. THEY INFORMED ME THAT NO FURTHER ACTION WOULD BE TAKEN. ON A PREVIOUS FLT, SAME PEOPLE ON GND WERE INTERFERING. WISH LAW ENFORCEMENT COULD FIND THEM AND TORCH THOSE RADIOS.
