Narrative:
En route to ege at FL370, ZMP asked us to climb to FL410 for traffic. We complied. Reaching FL410, we were unable to maintain airspeed and told center we must descend. Center denied request. We told them again we must descend. Center asked if we could take a turn. I said 'no turn.' then 'stick shaker' warned of near stall. I told center again we must descend. They asked if we cold hold FL400. We said yes, and leveled at FL400. Later, mr X at ZMP called me and said after reviewing voice tapes they decided we had done all we could and no pilot violation was filed.

Narrative: ENRTE TO EGE AT FL370, ZMP ASKED US TO CLB TO FL410 FOR TFC. WE COMPLIED. REACHING FL410, WE WERE UNABLE TO MAINTAIN AIRSPD AND TOLD CTR WE MUST DSND. CTR DENIED REQUEST. WE TOLD THEM AGAIN WE MUST DSND. CTR ASKED IF WE COULD TAKE A TURN. I SAID 'NO TURN.' THEN 'STICK SHAKER' WARNED OF NEAR STALL. I TOLD CTR AGAIN WE MUST DSND. THEY ASKED IF WE COLD HOLD FL400.
