Narrative:
I was traveling north from duluth, mn. Duluth approach was providing radar service. Another plane crossed under my aircraft at 400 ft vertical separation. Duluth notified me when they were 2 O'clock position below, but I could not find them. They crossed under me and I passed them. They were climbing. As they did so, I was slowly descending. On initial notification, they were at 2700 ft and I was at 5500 ft. When dlh told me they were under me, they were at 4700 ft and I was at 5100 ft. I immediately climbed to 5500 ft while turning right 90 degrees to clear the area. I was instructed by dlh to switch to ZMP for further radar following and when I did, I asked for traffic information and was told the plane was not a factor and was behind me. It is unclr to me whether this plane was that close to me as I could not find it even when I turned and climbed and one would think I should be able to. I was not told direction of travel, but was told they were 'going to ely' as I recall. I suppose, if this were true, they passed by me.

Title: BE24 PLT ON FLT FOLLOWING EXPRESSES CONCERN REGARDING ADVISORY OF TFC PASSING 400 FT BELOW HIS ACFT IN THE VICINITY OF DLH.
Narrative: I WAS TRAVELING N FROM DULUTH, MN. DULUTH APCH WAS PROVIDING RADAR SVC. ANOTHER PLANE CROSSED UNDER MY ACFT AT 400 FT VERT SEPARATION. DULUTH NOTIFIED ME WHEN THEY WERE 2 O'CLOCK POS BELOW, BUT I COULD NOT FIND THEM. THEY CROSSED UNDER ME AND I PASSED THEM. THEY WERE CLBING. AS THEY DID SO, I WAS SLOWLY DSNDING. ON INITIAL NOTIFICATION, THEY WERE AT 2700 FT AND I WAS AT 5500 FT. WHEN DLH TOLD ME THEY WERE UNDER ME, THEY WERE AT 4700 FT AND I WAS AT 5100 FT. I IMMEDIATELY CLBED TO 5500 FT WHILE TURNING R 90 DEGS TO CLR THE AREA. I WAS INSTRUCTED BY DLH TO SWITCH TO ZMP FOR FURTHER RADAR FOLLOWING AND WHEN I DID, I ASKED FOR TFC INFO AND WAS TOLD THE PLANE WAS NOT A FACTOR AND WAS BEHIND ME. IT IS UNCLR TO ME WHETHER THIS PLANE WAS THAT CLOSE TO ME AS I COULD NOT FIND IT EVEN WHEN I TURNED AND CLBED AND ONE WOULD THINK I SHOULD BE ABLE TO. I WAS NOT TOLD DIRECTION OF TRAVEL, BUT WAS TOLD THEY WERE 'GOING TO ELY' AS I RECALL. I SUPPOSE, IF THIS WERE TRUE, THEY PASSED BY ME.
