Narrative:
We took off and I noticed the gear unsafe light stayed on. Tower then called and said my nose gear hadn't retracted. I elected to turn downwind and troubleshoot the problem. I lowered the gear and got 3 green down lights with no gear unsafe light. I then elected to raise the gear again and got the same gear unsafe indication. I lowered the gear and again got 3 green down lights with no gear unsafe light. While I was doing the aforementioned cycle (gear), tower asked me my intentions. I elected to land and have the plane inspected. The tower told me I was following a cessna on final. The controller told me the aircraft was over some area I was not familiar with. I'm not a pilot in the ZZZ area. I extended my downwind and asked the tower to call my base turn 3 times. The lack of response caused my downwind to circle around the downtown area. Further complicating this was the fact that called my aircraft a cessna and used an incorrect n-number (abcdf, not abcde).

Title: A PIPER PA 34-200T ON TKOF CLB DIVERTED BECAUSE HE OR SHE WAS UNABLE TO RETRACT THE NOSE GEAR. RECYCLING GEAR WAS NO HELP. PLT UNFAMILIAR WITH AREA AND USED INCORRECT N-NUMBER WITH CTL TWR.

I LOWERED THE GEAR AND AGAIN GOT 3 GREEN DOWN LIGHTS WITH NO GEAR UNSAFE LIGHT. WHILE I WAS DOING THE AFOREMENTIONED CYCLE (GEAR), TWR ASKED ME MY INTENTIONS. I ELECTED TO LAND AND HAVE THE PLANE INSPECTED. THE TWR TOLD ME I WAS FOLLOWING A CESSNA ON FINAL. THE CTLR TOLD ME THE ACFT WAS OVER SOME AREA I WAS NOT FAMILIAR WITH. I'M NOT A PLT IN THE ZZZ AREA. I EXTENDED MY DOWNWIND AND ASKED THE TWR TO CALL MY BASE TURN 3 TIMES. THE LACK OF RESPONSE CAUSED MY DOWNWIND TO CIRCLE AROUND THE DOWNTOWN AREA.
