Narrative:
On jul/sat/04, I was working as the maintenance controller for the B757 fleet and got a call from one of our aircraft. The pilot stated that he thought the overwater aircraft he was flying seems to have a regular domestic SELCAL panel installed, which does not have HF SELCAL lights installed. After looking through the PIC, he was right. I looked back in history for last 3 months and saw no gripe for replacement of the panel, so aircraft has been flying for an unknown length of time. Aircraft was flying into ZZZZ. During flight, I entered 2 logs, one for each HF SELCAL system. HF radios worked normal, just the SELCAL inoperative, due to SELCAL lights not installed on panel. I deferred each of the SELCAL HF system inoperative per MEL 2319A. Flight crew was agreeable also. I'm sending this form because I'm not sure if I should have deferred both HF selcals inoperative, or if the aircraft wasn't supposed to fly without the proper confign of the panel. The rest of the panel was confirmed to works ok.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE ON AN OVERWATER FLT WITH THE WRONG SELCAL PANEL INSTALLED. HIGH FREQ RADIOS WERE OPERATIVE.
Narrative: ON JUL/SAT/04, I WAS WORKING AS THE MAINT CTLR FOR THE B757 FLEET AND GOT A CALL FROM ONE OF OUR ACFT. THE PLT STATED THAT HE THOUGHT THE OVERWATER ACFT HE WAS FLYING SEEMS TO HAVE A REGULAR DOMESTIC SELCAL PANEL INSTALLED, WHICH DOES NOT HAVE HF SELCAL LIGHTS INSTALLED. AFTER LOOKING THROUGH THE PIC, HE WAS RIGHT. I LOOKED BACK IN HISTORY FOR LAST 3 MONTHS AND SAW NO GRIPE FOR REPLACEMENT OF THE PANEL, SO ACFT HAS BEEN FLYING FOR AN UNKNOWN LENGTH OF TIME. ACFT WAS FLYING INTO ZZZZ. DURING FLT, I ENTERED 2 LOGS, ONE FOR EACH HF SELCAL SYS. HF RADIOS WORKED NORMAL, JUST THE SELCAL INOP, DUE TO SELCAL LIGHTS NOT INSTALLED ON PANEL. I DEFERRED EACH OF THE SELCAL HF SYS INOP PER MEL 2319A. FLT CREW WAS AGREEABLE ALSO. I'M SENDING THIS FORM BECAUSE I'M NOT SURE IF I SHOULD HAVE DEFERRED BOTH HF SELCALS INOP, OR IF THE ACFT WASN'T SUPPOSED TO FLY WITHOUT THE PROPER CONFIGN OF THE PANEL. THE REST OF THE PANEL WAS CONFIRMED TO WORKS OK.
