Narrative:
I had taken a pointout from the west departure controller on an F2000 off at baf airport climbing out over orw VOR. Later the orw controller pointed out an LR35 for descent out of 11000 ft. I recall seeing an obscured tag on the F2000 and assumed he had to be out of 10000 ft 30-35 mi out of the departure airport. I approved the pointout, the lear descended into the F2000, requiring action by the controller and an RA response by the F2000.

Title: A Y90 APCH CTLR INCORRECTLY APPROVES A POINTOUT FOR DSCNT FROM THE W DEP CTLR REF HIS TFC WITH AN OBSCURED TAG.
Narrative: I HAD TAKEN A POINTOUT FROM THE W DEP CTLR ON AN F2000 OFF AT BAF ARPT CLBING OUT OVER ORW VOR. LATER THE ORW CTLR POINTED OUT AN LR35 FOR DSCNT OUT OF 11000 FT. I RECALL SEEING AN OBSCURED TAG ON THE F2000 AND ASSUMED HE HAD TO BE OUT OF 10000 FT 30-35 MI OUT OF THE DEP ARPT. I APPROVED THE POINTOUT, THE LEAR DSNDED INTO THE F2000, REQUIRING ACTION BY THE CTLR AND AN RA RESPONSE BY THE F2000.
