Narrative:
While training another instructor, flying a citabria, we received landing clearance on downwind. During our flare to touchdown, an aeronca was cleared to cross runway 31R at taxiway C midfield. Our touchdown, approximately 200 ft past the displaced threshold, occurred at the same time as the aeronca entered our runway. We applied heavy braking and exited the runway. Before the occurrence, the controller was very curt with other pilots and had just chastised, verbally, a student pilot on frequency for not listening up. That aircraft was a cirrus. The controller's tone appeared that he noticed his mistake, but did not say anything over the radio to incriminate his near fatal action. Nothing was said over the radio by any parties afterward. We were totally shocked at this controller's action of not paying attention to active runways before issuing clrncs. This controller has been a real problem at rhv in the past. It is my opinion that this situation might have had a disastrous result if less experienced pilots were involved. It is my opinion that this runway incursion is being covered up by the controller.

Title: AN AR15 WAS CLRED TO CROSS RWY 31R WHILE A CH7A WAS LNDG ON SAME RWY AT RHV.
Narrative: WHILE TRAINING ANOTHER INSTRUCTOR, FLYING A CITABRIA, WE RECEIVED LNDG CLRNC ON DOWNWIND. DURING OUR FLARE TO TOUCHDOWN, AN AERONCA WAS CLRED TO CROSS RWY 31R AT TXWY C MIDFIELD. OUR TOUCHDOWN, APPROX 200 FT PAST THE DISPLACED THRESHOLD, OCCURRED AT THE SAME TIME AS THE AERONCA ENTERED OUR RWY. WE APPLIED HVY BRAKING AND EXITED THE RWY. BEFORE THE OCCURRENCE, THE CTLR WAS VERY CURT WITH OTHER PLTS AND HAD JUST CHASTISED, VERBALLY, A STUDENT PLT ON FREQ FOR NOT LISTENING UP. THAT ACFT WAS A CIRRUS. THE CTLR'S TONE APPEARED THAT HE NOTICED HIS MISTAKE, BUT DID NOT SAY ANYTHING OVER THE RADIO TO INCRIMINATE HIS NEAR FATAL ACTION. NOTHING WAS SAID OVER THE RADIO BY ANY PARTIES AFTERWARD. WE WERE TOTALLY SHOCKED AT THIS CTLR'S ACTION OF NOT PAYING ATTN TO ACTIVE RWYS BEFORE ISSUING CLRNCS. THIS CTLR HAS BEEN A REAL PROB AT RHV IN THE PAST. IT IS MY OPINION THAT THIS SIT MIGHT HAVE HAD A DISASTROUS RESULT IF LESS EXPERIENCED PLTS WERE INVOLVED. IT IS MY OPINION THAT THIS RWY INCURSION IS BEING COVERED UP BY THE CTLR.
