Narrative:
It was a training flight in a C172R, that was conducted on jul/thu/04. We filed an ADIZ flight plan from jyo to just outside of ADIZ. Prior to takeoff from jyo, we received a discrete transponder code of XXXX and were told to contact potomac approach upon exiting the traffic pattern. On takeoff, past the hold short line, we had the discrete code set in on 'altitude encoding.' we exited the traffic pattern to the west and contacted potomac approach. While airborne, we decided to stay inside the ADIZ and to practice ground reference maneuvers. We advised potomac approach of our intentions. Potomac had no problem with it. The entire flight was conducted inside the ADIZ. We never exited the ADIZ. We did ground reference maneuvers. Upon completing our ground reference maneuvers, we set course for jyo. We advised potomac of our intentions. We also told potomac that we'd be doing pattern work at jyo. Prior to entering the pattern at jyo, I told potomac that we had the field in sight. Potomac told us that change of radio frequency was approved and to stay on the beacon code while in the pattern. We complied with both requests. After doing a few takeoffs and lndgs while on downwind for runway 35, a jyo CTAF operation asked us if we were squawking code 1200. I looked at the transponder and saw that we were squawking the same discrete code as previously assigned. So I replied back saying that we were squawking the same discrete code as we had been from the beginning of the flight. Later on final approach for runway 35, CTAF operator was asking if anyone was squawking VFR. I asked if they wanted me to identify. The reply on CTAF was 'no.' not knowing what was going on, I did a touch-and-go. Then I heard CTAF operator asking if anyone was squawking 1200 while in the pattern. By this time, our flight lesson session was coming to an end and I asked my student to do a full stop. I'm not sure who, or when, or where, was squawking VFR. I haven't heard anything else of this. Supplemental information from acn 625200: the aircraft in question is owned by someone of which I am the managing partner. On the day of the possible ADIZ violation of jul/thu/04 cited in your letter by whoever was flying at the time, I was in my office practicing medicine. I did not fly that aircraft any time that day. I have no knowledge of who was flying the aircraft on jul/thu/04.

Title: INSTRUCTOR PLT AND STUDENT ARE SUSPECTED OF SQUAWKING VFR WHILE FLYING PATTERN WORK AT JYO WITHIN THE DC ADIZ.
Narrative: IT WAS A TRAINING FLT IN A C172R, THAT WAS CONDUCTED ON JUL/THU/04. WE FILED AN ADIZ FLT PLAN FROM JYO TO JUST OUTSIDE OF ADIZ. PRIOR TO TKOF FROM JYO, WE RECEIVED A DISCRETE XPONDER CODE OF XXXX AND WERE TOLD TO CONTACT POTOMAC APCH UPON EXITING THE TFC PATTERN. ON TKOF, PAST THE HOLD SHORT LINE, WE HAD THE DISCRETE CODE SET IN ON 'ALT ENCODING.' WE EXITED THE TFC PATTERN TO THE W AND CONTACTED POTOMAC APCH. WHILE AIRBORNE, WE DECIDED TO STAY INSIDE THE ADIZ AND TO PRACTICE GND REF MANEUVERS. WE ADVISED POTOMAC APCH OF OUR INTENTIONS. POTOMAC HAD NO PROB WITH IT. THE ENTIRE FLT WAS CONDUCTED INSIDE THE ADIZ. WE NEVER EXITED THE ADIZ. WE DID GND REF MANEUVERS. UPON COMPLETING OUR GND REF MANEUVERS, WE SET COURSE FOR JYO. WE ADVISED POTOMAC OF OUR INTENTIONS. WE ALSO TOLD POTOMAC THAT WE'D BE DOING PATTERN WORK AT JYO. PRIOR TO ENTERING THE PATTERN AT JYO, I TOLD POTOMAC THAT WE HAD THE FIELD IN SIGHT. POTOMAC TOLD US THAT CHANGE OF RADIO FREQ WAS APPROVED AND TO STAY ON THE BEACON CODE WHILE IN THE PATTERN. WE COMPLIED WITH BOTH REQUESTS. AFTER DOING A FEW TKOFS AND LNDGS WHILE ON DOWNWIND FOR RWY 35, A JYO CTAF OP ASKED US IF WE WERE SQUAWKING CODE 1200. I LOOKED AT THE XPONDER AND SAW THAT WE WERE SQUAWKING THE SAME DISCRETE CODE AS PREVIOUSLY ASSIGNED. SO I REPLIED BACK SAYING THAT WE WERE SQUAWKING THE SAME DISCRETE CODE AS WE HAD BEEN FROM THE BEGINNING OF THE FLT. LATER ON FINAL APCH FOR RWY 35, CTAF OPERATOR WAS ASKING IF ANYONE WAS SQUAWKING VFR. I ASKED IF THEY WANTED ME TO IDENT. THE REPLY ON CTAF WAS 'NO.' NOT KNOWING WHAT WAS GOING ON, I DID A TOUCH-AND-GO. THEN I HEARD CTAF OPERATOR ASKING IF ANYONE WAS SQUAWKING 1200 WHILE IN THE PATTERN. BY THIS TIME, OUR FLT LESSON SESSION WAS COMING TO AN END AND I ASKED MY STUDENT TO DO A FULL STOP. I'M NOT SURE WHO, OR WHEN, OR WHERE, WAS SQUAWKING VFR. I HAVEN'T HEARD ANYTHING ELSE OF THIS. SUPPLEMENTAL INFO FROM ACN 625200: THE ACFT IN QUESTION IS OWNED BY SOMEONE OF WHICH I AM THE MANAGING PARTNER. ON THE DAY OF THE POSSIBLE ADIZ VIOLATION OF JUL/THU/04 CITED IN YOUR LETTER BY WHOEVER WAS FLYING AT THE TIME, I WAS IN MY OFFICE PRACTICING MEDICINE. I DID NOT FLY THAT ACFT ANY TIME THAT DAY. I HAVE NO KNOWLEDGE OF WHO WAS FLYING THE ACFT ON JUL/THU/04.
