Narrative:
Let me preface this narrative with the thought that this may not have been any type of error. The government is looking into this as if it were due, in part, because of my reaction to a fellow controller's statement from ground control. Ground control had asked to cross runway 27 at taxiway east. I, as local control, approved the crossing. I then went back to paying attention to aircraft X landing on runway 18R. That aircraft rolled through the intersection of runway 27 and was told to turn left on taxiway D and hold short of runway 27. I then looked back at the d-brite to see if I still had room to depart aircraft Y on runway 27. Anticipating that I did, I cleared aircraft Y for takeoff on runway 27. As I scanned the strip on the strip printer, ground control says 'hey, I'm crossing here.' since I was anticipating the crossing being clear of runway 27 and trying to hit the tight gap from approach control on runway 18R, I cancelled the takeoff clearance of aircraft Y off runway 27. It was much faster to do that, than take the time to look and see if there was a problem or try to do something with the crossing aircraft. The statement from ground control about him crossing, may have meant he saw something that I didn't. Aircraft Y never got near to the crossing aircraft and was actually turned off runway 27 at taxiway K4. Could have been turned off at taxiway K3 except for other aircraft on taxiway K in the way. Amass never activated. This may have been an acceptable departure. In the interest of keeping the supervisor advised of the rejected takeoff of aircraft Y, I informed him of it. He then decided to investigate this as an error.

Narrative: LET ME PREFACE THIS NARRATIVE WITH THE THOUGHT THAT THIS MAY NOT HAVE BEEN ANY TYPE OF ERROR. THE GOV IS LOOKING INTO THIS AS IF IT WERE DUE, IN PART, BECAUSE OF MY REACTION TO A FELLOW CTLR'S STATEMENT FROM GND CTL. GND CTL HAD ASKED TO CROSS RWY 27 AT TXWY E. I, AS LCL CTL, APPROVED THE XING. I THEN WENT BACK TO PAYING ATTN TO ACFT X LNDG ON RWY 18R. THAT ACFT ROLLED THROUGH THE INTXN OF RWY 27 AND WAS TOLD TO TURN L ON TXWY D AND HOLD SHORT OF RWY 27. I THEN LOOKED BACK AT THE D-BRITE TO SEE IF I STILL HAD ROOM TO DEPART ACFT Y ON RWY 27. ANTICIPATING THAT I DID, I CLRED ACFT Y FOR TKOF ON RWY 27. AS I SCANNED THE STRIP ON THE STRIP PRINTER, GND CTL SAYS 'HEY, I'M XING HERE.' SINCE I WAS ANTICIPATING THE XING BEING CLR OF RWY 27 AND TRYING TO HIT THE TIGHT GAP FROM APCH CTL ON RWY 18R, I CANCELLED THE TKOF CLRNC OF ACFT Y OFF RWY 27. IT WAS MUCH FASTER TO DO THAT, THAN TAKE THE TIME TO LOOK AND SEE IF THERE WAS A PROB OR TRY TO DO SOMETHING WITH THE XING ACFT. THE STATEMENT FROM GND CTL ABOUT HIM XING, MAY HAVE MEANT HE SAW SOMETHING THAT I DIDN'T. ACFT Y NEVER GOT NEAR TO THE XING ACFT AND WAS ACTUALLY TURNED OFF RWY 27 AT TXWY K4. COULD HAVE BEEN TURNED OFF AT TXWY K3 EXCEPT FOR OTHER ACFT ON TXWY K IN THE WAY. AMASS NEVER ACTIVATED. THIS MAY HAVE BEEN AN ACCEPTABLE DEP. IN THE INTEREST OF KEEPING THE SUPVR ADVISED OF THE REJECTED TKOF OF ACFT Y, I INFORMED HIM OF IT. HE THEN DECIDED TO INVESTIGATE THIS AS AN ERROR.
