Narrative:

Turned over to ewr tower by approach. Checked in with tower and cleared to land runway 22L. Tower advised of helicopter departing. Saw helicopter on TCASII but not visually. Continued on approach with autoplt flying aircraft on ILS. Received RA from TCASII and kicked autoplt off and responded. Helicopter passed at 400 ft under us. He had us visually throughout event, but by procedure we are required to respond to RA. Such a maneuver is alarming to passenger and certainly not very safe at 800-1000 ft on final. Suggest the published helicopter departure be changed to put them much further below GS for approach.

Title: A B737 FLT CREW ON APCH TO EWR, RECEIVE AND RESPOND TO A TCASII RA FROM A DEPARTING HELI.

Narrative: TURNED OVER TO EWR TWR BY APCH. CHKED IN WITH TWR AND CLRED TO LAND RWY 22L. TWR ADVISED OF HELI DEPARTING. SAW HELI ON TCASII BUT NOT VISUALLY. CONTINUED ON APCH WITH AUTOPLT FLYING ACFT ON ILS. RECEIVED RA FROM TCASII AND KICKED AUTOPLT OFF AND RESPONDED. HELI PASSED AT 400 FT UNDER US. HE HAD US VISUALLY THROUGHOUT EVENT, BUT BY PROC WE ARE REQUIRED TO RESPOND TO RA. SUCH A MANEUVER IS ALARMING TO PAX AND CERTAINLY NOT VERY SAFE AT 800-1000 FT ON FINAL. SUGGEST THE PUBLISHED HELI DEP BE CHANGED TO PUT THEM MUCH FURTHER BELOW GS FOR APCH.
