Narrative:

Including ny aircraft, 3 airplanes departed 3 different runways at approximately the same time. I proceeded on course, while monitoring the other 2 airplanes visually and with skywatch. Because the ground along the flight path was fog covered, and also because I was using the traffic page rather than the moving map page I did not realize my flight path went through R-2504 until I was in the middle of it. Flight following would have prevented my incursion. However, our FSS, approach, and center have become so overloaded and understaffed in northern california that they no longer provide a safety benefit to light aircraft and often cause significant delays. I have started using ATC services only when they are mandatory.

Title: PLT OPERATING UNDER PART 91 DEPARTED PRB AND INADVERTENTLY ENTERED RESTR AIRSPACE 15 MI NW OF THE ARPT.

Narrative: INCLUDING NY ACFT, 3 AIRPLANES DEPARTED 3 DIFFERENT RWYS AT APPROX THE SAME TIME. I PROCEEDED ON COURSE, WHILE MONITORING THE OTHER 2 AIRPLANES VISUALLY AND WITH SKYWATCH. BECAUSE THE GND ALONG THE FLT PATH WAS FOG COVERED, AND ALSO BECAUSE I WAS USING THE TFC PAGE RATHER THAN THE MOVING MAP PAGE I DID NOT REALIZE MY FLT PATH WENT THROUGH R-2504 UNTIL I WAS IN THE MIDDLE OF IT. FLT FOLLOWING WOULD HAVE PREVENTED MY INCURSION. HOWEVER, OUR FSS, APCH, AND CTR HAVE BECOME SO OVERLOADED AND UNDERSTAFFED IN NORTHERN CALIFORNIA THAT THEY NO LONGER PROVIDE A SAFETY BENEFIT TO LIGHT ACFT AND OFTEN CAUSE SIGNIFICANT DELAYS. I HAVE STARTED USING ATC SVCS ONLY WHEN THEY ARE MANDATORY.
