Narrative:
The aircraft oxygen was svced immediately prior to departure, after the first officer had completed his preflight inspection. Maintenance returned the logbooks to us signed off as 'ok for service.' on climb out we experienced a 'stall fail' message and a very loud continuous howling sound in the cockpit which increased with aircraft speed. We kept the plane slow and contacted maintenance control. They advised us that the problems we were experiencing were consistent with an open oxygen service panel door. They suggested a return to ZZZ which we agreed on. We coordinated with dispatch, maintenance, operations, and ATC and returned to ZZZ. After landing while at the gate, maintenance secured the door, inspected the aircraft and returned it to service. We refueled, got re-released and departed again with no further problems. This incident proves that nobody is foolproof and that errors from maintenance happen.

Title: A CL65 WAS DISPATCHED IN NON COMPLIANCE WITH THE OXYGEN SVC DOOR UNLATCHED. FLT RETURNED TO GATE TO CLOSE AND LATCH DOOR. NO ACFT DAMAGED INCURRED.
Narrative: THE ACFT OXYGEN WAS SVCED IMMEDIATELY PRIOR TO DEP, AFTER THE FO HAD COMPLETED HIS PREFLT INSPECTION. MAINT RETURNED THE LOGBOOKS TO US SIGNED OFF AS 'OK FOR SVC.' ON CLBOUT WE EXPERIENCED A 'STALL FAIL' MESSAGE AND A VERY LOUD CONTINUOUS HOWLING SOUND IN THE COCKPIT WHICH INCREASED WITH ACFT SPD. WE KEPT THE PLANE SLOW AND CONTACTED MAINT CTL. THEY ADVISED US THAT THE PROBS WE WERE EXPERIENCING WERE CONSISTENT WITH AN OPEN OXYGEN SVC PANEL DOOR. THEY SUGGESTED A RETURN TO ZZZ WHICH WE AGREED ON. WE COORDINATED WITH DISPATCH, MAINT, OPS, AND ATC AND RETURNED TO ZZZ. AFTER LNDG WHILE AT THE GATE, MAINT SECURED THE DOOR, INSPECTED THE ACFT AND RETURNED IT TO SVC. WE REFUELED, GOT RE-RELEASED AND DEPARTED AGAIN WITH NO FURTHER PROBS. THIS INCIDENT PROVES THAT NOBODY IS FOOLPROOF AND THAT ERRORS FROM MAINT HAPPEN.
