Narrative:

After takeoff runway 9L at fll and receiving instruction to make a right turn to a heading of 270 degrees and climb to 4000 ft on frequency 128.6 mia departure, a confirmation was required. Then after the confirmation was received once on a heading, we were clear to climb to 7000 ft. At that time a pop-up TCASII TA immediately became an RA. The target was located +/-100 ft above and +/-4 mi at 11 O'clock position. Oral warning commanding 'descend, descend,' evasive action was taken. We advised the controller that we were unable to climb due to RA evasive action. At 3300 ft, TCASII indicated clear of conflict. We informed the controller that we were clear of conflict and climbing to 7000 ft.

Narrative: AFTER TKOF RWY 9L AT FLL AND RECEIVING INSTRUCTION TO MAKE A R TURN TO A HDG OF 270 DEGS AND CLB TO 4000 FT ON FREQ 128.6 MIA DEP, A CONFIRMATION WAS REQUIRED. THEN AFTER THE CONFIRMATION WAS RECEIVED ONCE ON A HDG, WE WERE CLR TO CLB TO 7000 FT. AT THAT TIME A POP-UP TCASII TA IMMEDIATELY BECAME AN RA. THE TARGET WAS LOCATED +/-100 FT ABOVE AND +/-4 MI AT 11 O'CLOCK POS. ORAL WARNING COMMANDING 'DSND, DSND,' EVASIVE ACTION WAS TAKEN. WE ADVISED THE CTLR THAT WE WERE UNABLE TO CLB DUE TO RA EVASIVE ACTION. AT 3300 FT, TCASII INDICATED CLR OF CONFLICT. WE INFORMED THE CTLR THAT WE WERE CLR OF CONFLICT AND CLBING TO 7000 FT.
