Narrative:
I was assigned to perform a walkaround on aircraft on the morning of aug/thu/04. I did my walkaround and checked the logbook. There were 2 write-ups. One was avionics and they took care of that. The other was on the forward lavatory 'no hot water.' I was unable to reset the heater, so I started looking for a deferral. I looked under MEL 25-10A, lavatory sink hot water 'int' deferral and the procedures led to pulling associated circuit breakers on P-18 panel. So with a circuit breaker collar in my hand, I headed to the P-18 circuit breaker panel and found '4EA' circuit breakers pulled and tagged with mig-51A -- 1 on the water line heater and 3 on lavatory water heaters circuit breaker. I contacted my supervisor and discovered that on the overnight package there was a potable water disinfect 'west/C' accomplished. I made sure the tank was svced to full, reset the breakers and accomplished water heaters operations check per applicable maintenance manual reference and cleared log page.
