Narrative:
Aircraft #1 checked on and was issued a 5 degree right turn to join the CQY6 arrival and a restr to cross howdy at 110, the normal restr. Aircraft #2 checked on and was issued 110. Then several mins later, orvll at 90, the normal restr. I observed aircraft #1 descending at a rate that would cause him to level prior to howdy, and observed aircraft #2 leveling off at 110. I instructed aircraft #1 to maintain present altitude and instructed aircraft #2 to expedite his descent, but separation was lost.

Narrative: ACFT #1 CHKED ON AND WAS ISSUED A 5 DEG R TURN TO JOIN THE CQY6 ARR AND A RESTR TO CROSS HOWDY AT 110, THE NORMAL RESTR. ACFT #2 CHKED ON AND WAS ISSUED 110. THEN SEVERAL MINS LATER, ORVLL AT 90, THE NORMAL RESTR. I OBSERVED ACFT #1 DSNDING AT A RATE THAT WOULD CAUSE HIM TO LEVEL PRIOR TO HOWDY, AND OBSERVED ACFT #2 LEVELING OFF AT 110. I INSTRUCTED ACFT #1 TO MAINTAIN PRESENT ALT AND INSTRUCTED ACFT #2 TO EXPEDITE HIS DSCNT, BUT SEPARATION WAS LOST.
