Narrative:
Problem: my aircraft unknowingly penetrated the washington dc ADIZ. Cause of problem: lack of clear information/conflicting information. Contributing factors: VFR sectional chart (approved by FAA and department of defense), that was then current, shows that the washington dc 'prohibited area' does not extend to gai. The chart clearly shows that VFR flight to gai below 3500 ft avoids class B and prohibited area airspace. The FSS controller (bangor, me) who was given the destination airport (gai) did not inform me that gai was now inside the ADIZ (and would, therefore, require a filed flight plan with frequency and discrete code). My failure to differentiate the dc ADIZ from the preexisting offshore ADIZ that might have been penetrated if my VFR route was east of the ny class B airspace. Failure on my part (after studying the washington sectional chart and questioning FSS about current tfr's) to focus on appropriate NOTAM. How discovered: by military intercept (customs police helicopter). Corrective actions: continued diligence by FAA/department of defense/FSS etc, to disseminate clear, non conflicting information. Continued diligence by pilots to inform themselves of current information.

Title: PLT OF SMA ENTERS DC ADIZ WITHOUT CLRNC. IS INTERCEPTED BY CUSTOMS POLICE HELI.
Narrative: PROB: MY ACFT UNKNOWINGLY PENETRATED THE WASHINGTON DC ADIZ. CAUSE OF PROB: LACK OF CLR INFO/CONFLICTING INFO. CONTRIBUTING FACTORS: VFR SECTIONAL CHART (APPROVED BY FAA AND DEPT OF DEFENSE), THAT WAS THEN CURRENT, SHOWS THAT THE WASHINGTON DC 'PROHIBITED AREA' DOES NOT EXTEND TO GAI. THE CHART CLRLY SHOWS THAT VFR FLT TO GAI BELOW 3500 FT AVOIDS CLASS B AND PROHIBITED AREA AIRSPACE. THE FSS CTLR (BANGOR, ME) WHO WAS GIVEN THE DEST ARPT (GAI) DID NOT INFORM ME THAT GAI WAS NOW INSIDE THE ADIZ (AND WOULD, THEREFORE, REQUIRE A FILED FLT PLAN WITH FREQ AND DISCRETE CODE).
