Narrative:
We were returning empty back to home base and were cleared for the ILS runway 16R to vny. At approximately 5 mi final received RA and so we stopped descent on GS. After passing traffic, continued descent. Observed the cessna, which was on right downwind, turn base in front of us with good spacing. The airport and our cockpit was busy, so I had not heard the tower instructions to the cessna. The aircraft crossed our final, appeared to line up with the left runway, then turned back to the right, again crossing our final. By this time we had caught up with him and had to descend aggressively to avoid him. The tower at no time asked us to slow and pointed out the aircraft to us. In later conversation with the tower we learned that they were attempting to land him before us, changed their plan and returned him to his right downwind.

Title: HAWKER 1000 LNDG VNY EXPERIENCED NMAC WITH CESSNA IN TFC PATTERN.
Narrative: WE WERE RETURNING EMPTY BACK TO HOME BASE AND WERE CLRED FOR THE ILS RWY 16R TO VNY. AT APPROX 5 MI FINAL RECEIVED RA AND SO WE STOPPED DSCNT ON GS. AFTER PASSING TFC, CONTINUED DSCNT. OBSERVED THE CESSNA, WHICH WAS ON R DOWNWIND, TURN BASE IN FRONT OF US WITH GOOD SPACING. THE ARPT AND OUR COCKPIT WAS BUSY, SO I HAD NOT HEARD THE TWR INSTRUCTIONS TO THE CESSNA. THE ACFT CROSSED OUR FINAL, APPEARED TO LINE UP WITH THE L RWY, THEN TURNED BACK TO THE R, AGAIN XING OUR FINAL. BY THIS TIME WE HAD CAUGHT UP WITH HIM AND HAD TO DSND AGGRESSIVELY TO AVOID HIM. THE TWR AT NO TIME ASKED US TO SLOW AND POINTED OUT THE ACFT TO US. IN LATER CONVERSATION WITH THE TWR WE LEARNED THAT THEY WERE ATTEMPTING TO LAND HIM BEFORE US, CHANGED THEIR PLAN AND RETURNED HIM TO HIS R DOWNWIND.
