Narrative:
During noise abatement procedures on takeoff and initial climb from runway 21 smo, received at least 2 TA's from banner tow planes over beach. The reduced thrust setting for noise puts us in a precarious position over the beach on takeoff from that runway. The reduced thrust did not provide much climb performance.

Title: GLF3 CREW HAD A TCASII TA WITH A BANNER TOWING ACFT IN SMO CLASS D. THE GLF3 WAS COMPLYING WITH NOISE ABATEMENT REGS AND HAD VERY LIMITED CLB ABILITY.
Narrative: DURING NOISE ABATEMENT PROCS ON TKOF AND INITIAL CLB FROM RWY 21 SMO, RECEIVED AT LEAST 2 TA'S FROM BANNER TOW PLANES OVER BEACH. THE REDUCED THRUST SETTING FOR NOISE PUTS US IN A PRECARIOUS POS OVER THE BEACH ON TKOF FROM THAT RWY. THE REDUCED THRUST DID NOT PROVIDE MUCH CLB PERFORMANCE.
