Narrative:

I discovered flight #X was diverting himself after he told operations to inform dispatch that he was going to ZZZ and would arrive with about 45000 pounds of fuel. He told them he was busy. I attempted to contact him approximately 5 mins later, he didn't respond. I called him later when he was in range to confirm new destination and spoke with him later on landline. He said runway 10L/28R was closed due to some security issue. He was making approach to runway 10R but a thunderstorm was over the approach end and due to another small thunderstorm nearby he didn't feel comfortable holding. I overlooked making amendment to release.
