Narrative:

I noticed the sides of the rudder were missing large areas of surface paint. Rudder inspection was in progress. I was not assigned to the rudder area, but I saw an employee sanding the right/north side of the rudder down and in to the graphite/epoxy material. I informed the acting supervisor and the quality assurance supervisor of what had happened, but before the surface could be inspected, the sanded area had been prepared and painted over. On sep/wed/04 the rudder was sanded again from top to bottom and painted again.

Title: A TECHNICIAN RPTED SEEING ANOTHER TECHNICIAN PWR SANDING A B767-200 RUDDER. RUDDER WAS SANDED TO THE COMPOSITE MATERIAL AND REPAINTED.

Narrative: I NOTICED THE SIDES OF THE RUDDER WERE MISSING LARGE AREAS OF SURFACE PAINT. RUDDER INSPECTION WAS IN PROGRESS. I INFORMED THE ACTING SUPVR AND THE QUALITY ASSURANCE SUPVR OF WHAT HAD HAPPENED, BUT BEFORE THE SURFACE COULD BE INSPECTED, THE SANDED AREA HAD BEEN PREPARED AND PAINTED OVER. ON SEP/WED/04 THE RUDDER WAS SANDED AGAIN FROM TOP TO BOTTOM AND PAINTED AGAIN.
