Narrative:
During taxi check/flight controls, first officer reported binding/stiffness of aileron control. We stopped on ramp, set brake, and I telephoned maintenance to inform them of problem. We returned to gate, off-loaded passenger. Mechanic performed check of first officer's side aileron controls (right and left side controls were disconnected by roll disc in cockpit while troubleshooting with maintenance). Inspection of control cables in wheel well (behind wheel bin) revealed debris in aileron pulley -- a red rag. Rag was removed, system operated normally. A single rag caused the flight to cancel, 50 passenger to be rerted, and a 1 hour ferry flight. Good checklist procedures idented the problem before takeoff. A thorough mechanic idented and corrected the problem.

Title: A CL65 ON TAXI OUT FOR TKOF CREW DISCOVERS FO'S AILERON CTL STIFF AND BINDING. RETURN TO GATE. FOUND RAG IN AILERON CABLE PULLEY IN MAIN GEAR WHEEL WELL.
Narrative: DURING TAXI CHK/FLT CTLS, FO RPTED BINDING/STIFFNESS OF AILERON CTL. WE STOPPED ON RAMP, SET BRAKE, AND I TELEPHONED MAINT TO INFORM THEM OF PROB. WE RETURNED TO GATE, OFF-LOADED PAX. MECH PERFORMED CHK OF FO'S SIDE AILERON CTLS (R AND L SIDE CTLS WERE DISCONNECTED BY ROLL DISC IN COCKPIT WHILE TROUBLESHOOTING WITH MAINT). INSPECTION OF CTL CABLES IN WHEEL WELL (BEHIND WHEEL BIN) REVEALED DEBRIS IN AILERON PULLEY -- A RED RAG. RAG WAS REMOVED, SYS OPERATED NORMALLY.
