Narrative:

I was called out on aircraft X. The aircraft block turned back to the gate due to a thrust reverser overhead light illuminated on the #2 engine and that thrust reverser was already on MEL 78-1. I reviewed the MEL and the associated maintenance manual procedures and found out that the 2 circuit breakers associated with it were not pulled and collared. It was the sync lock and the control circuit breakers. Since the procedures calls out to do it step by step, I reaccomplished the whole maintenance manual 78-00-00 page 901-904 procedures.

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH THE R THRUST REVERSER DEFERRED AS INOP PER THE MEL, BUT SPECIAL PROCS ON COLLARING CIRCUIT BREAKERS NOT ACCOMPLISHED.

SINCE THE PROCS CALLS OUT TO DO IT STEP BY STEP, I REACCOMPLISHED THE WHOLE MAINT MANUAL 78-00-00 PAGE 901-904 PROCS.
