Narrative:
Aircraft #1 on approach runway 28L high and fast. Aircraft #2 on approach runway 28R. I advised aircraft #1 not to overtake aircraft #2. 'That's going to be difficult.' I advised aircraft #1 to make s-turns south of final. I told aircraft #2, aircraft #1 was 'behind to your left, 700 ft above you, making s-turns to stay behind you.' aircraft #1 made 1 s-turn and was unable to stay behind. Around 1000-900 ft on final aircraft #1 was sent around. A subsequent phone call to my supervisor, pilot of aircraft #2 was very upset getting a descent RA below 800 ft. Also, the pilot stated he was unaware of what aircraft #1 was doing. I checked with my coordinator, and he agreed with my perception that I clearly communicated what was happening around aircraft #2.

Title: SFO LCL CTLR ISSUED GAR TO LNDG TFC ON RWY 28L AS ACFT WAS UNABLE TO REMAIN BEHIND PARALLEL TFC ON RWY 28R.
Narrative: ACFT #1 ON APCH RWY 28L HIGH AND FAST. ACFT #2 ON APCH RWY 28R. I ADVISED ACFT #1 NOT TO OVERTAKE ACFT #2. 'THAT'S GOING TO BE DIFFICULT.' I ADVISED ACFT #1 TO MAKE S-TURNS S OF FINAL. I TOLD ACFT #2, ACFT #1 WAS 'BEHIND TO YOUR L, 700 FT ABOVE YOU, MAKING S-TURNS TO STAY BEHIND YOU.' ACFT #1 MADE 1 S-TURN AND WAS UNABLE TO STAY BEHIND.
