Narrative:
When landing gear was lowered, we got an 'outboard brake inoperative' EICAS message. Performed 'QRH' which specified increased landing distance. Could not get hold of either comrdo frequency, so a station relay was attempted to contact dispatch, but because of communication problems with the station people at dca operations, we gave up after about 10 mins. Attempted a relay through dulles operations, and that worked better. After a fairly long time (15-20 mins), dispatch advised that a landing could be attempted on runway 1 at dca, and no divert to dulles was necessary. We wanted to go to dulles due to a longer runway, but dispatch insisted on dca. Declared an emergency before landing at dca due to the fact that only 1 pair of brakes were working, short runway and nearly emergency fuel due to the long delay in communicating with dispatch. After landing I called the dispatcher on the phone, and his argument for us landing at dca was that they did not want to bus the passenger back!

Title: AN EMB145 CREW WITH AN OUTBOARD BRAKE INOP WARNING HAS DIFFICULTY WITH COMPANY COM. THE DELAY AND DECLINING FUEL ALONG WITH ADVICE FROM DISPATCH RESULTED IN AN EMER DECLARATION AND LNDG AT DCA. THE CREW WOULD HAVE PREFERRED IAD.
Narrative: WHEN LNDG GEAR WAS LOWERED, WE GOT AN 'OUTBOARD BRAKE INOP' EICAS MESSAGE. PERFORMED 'QRH' WHICH SPECIFIED INCREASED LNDG DISTANCE. COULD NOT GET HOLD OF EITHER COMRDO FREQ, SO A STATION RELAY WAS ATTEMPTED TO CONTACT DISPATCH, BUT BECAUSE OF COM PROBS WITH THE STATION PEOPLE AT DCA OPS, WE GAVE UP AFTER ABOUT 10 MINS.
