Narrative:

Aircraft #1 was northbound descending out of FL240. Aircraft #2 was climbing eastbound over tvt VOR. When I examined the routes, aircraft #1 should have passed behind aircraft #2. Aircraft #1 crossed tvt still descending to 15000 ft and turned northeast to join the arrival route into cle. When aircraft made the turn, separation was lost. Had aircraft #1 been on present heading the error would not have occurred.
