Narrative:

Dlh airport is rehabilitating the east and 3152 ft of runway 9/27. The runway 27 threshold has been relocated and marked with flashing strobe lights on either side of the runway. Runway painting has been accomplished to denote the new threshold. As a result of the partial closure, construction equipment and personnel are overflown on a runway 27 approach. The problem: the runway 27 GS and PAPI are OTS. As a result, there is no visual or electronic vertical guidance to the relocated threshold. Aircraft tend to do an approach to the full length of the runway and then overfly at an uncomfortably low altitude to land in the usable portion. Several occurrences have been dangerously close. Tower personnel have observed construction personnel 'hitting the deck.' I am also a pilot and understand the illusion of making an approach to the end of the pavement instead of a point further down the runway. I have talked to other pilots and one airline crew. They indicate that the runway markings are hard to see, especially on a longer final. Solution: temporary visual guidance. My understanding is that the dlh airport authority/authorized is in possession of a pvasi. Daa and FAA can't seem to agree as to who is responsible for installing and maintaining this equipment. Therefore, nothing is done and we have a continuing hazardous situation. If this equipment exists it needs to be utilized. My understanding is that its use was required by the FAA waiver which allows this construction. Callback conversation with reporter revealed the following information: reporter stated since he submitted his report, a pvasi has been installed and operations on runway 27 seem much safer. He said the airport authority/authorized owns the pvasi. The reporter said he heard the installation delay occurred because the FAA and the airport initially could not agree on who would install and maintain the equipment.

IF THIS EQUIP EXISTS IT NEEDS TO BE UTILIZED. MY UNDERSTANDING IS THAT ITS USE WAS REQUIRED BY THE FAA WAIVER WHICH ALLOWS THIS CONSTRUCTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED SINCE HE SUBMITTED HIS RPT, A PVASI HAS BEEN INSTALLED AND OPS ON RWY 27 SEEM MUCH SAFER. HE SAID THE ARPT AUTH OWNS THE PVASI. THE RPTR SAID HE HEARD THE INSTALLATION DELAY OCCURRED BECAUSE THE FAA AND THE ARPT INITIALLY COULD NOT AGREE ON WHO WOULD INSTALL AND MAINTAIN THE EQUIP.
