Narrative:
The shop has started a program on DC9 nose cowls. Less than 8000 hours minimal inspection done. Shop not using form generated for DC9 repair. They are not checking for acoustic panel delamination per manual. Cowl returned to service with old acoustical panels and without delamination inspection. Another nose cowl came into the shop unserviceable. Inspector didn't tap test acoustical panels during inspection. Maximum allowable damage 10
