Narrative:
While on the ephrata arrival into sea, the center controller issued a crossing delay for flaak intersection. First officer, who was flying, decided to select flaps 5 degrees and slow to 165 KTS. We were then issued a northerly heading delay vector and instructed to maintain current speed. We were then instructed to proceed direct jaksn intersection. The glasr arrival, I began to modify the FMS. ATC then issued new instructions to proceed direct jaksn direct heather for the ILS runway 34L and increase airspeed, not to exceed 250 KTS. It was then that I noticed our airspeed accelerating through 235 KTS and the flaps still selected at 5 degrees. I immediately brought this to the first officer's attention and she promptly slowed down. The limit was exceeded for less than a couple of mins but after landing in sea I placed an entry in the maintenance log.

Title: DURING EXTENSIVE RTE AND SPD CTL DIRECTED BY ATC ON ARR TO SEA, FLT CREW OF DH8D EXCEED ACFT FLAP EXTENDED SPD LIMITATION.
Narrative: WHILE ON THE EPHRATA ARR INTO SEA, THE CTR CTLR ISSUED A XING DELAY FOR FLAAK INTXN. FO, WHO WAS FLYING, DECIDED TO SELECT FLAPS 5 DEGS AND SLOW TO 165 KTS. WE WERE THEN ISSUED A NORTHERLY HDG DELAY VECTOR AND INSTRUCTED TO MAINTAIN CURRENT SPD. WE WERE THEN INSTRUCTED TO PROCEED DIRECT JAKSN INTXN. THE GLASR ARR, I BEGAN TO MODIFY THE FMS. ATC THEN ISSUED NEW INSTRUCTIONS TO PROCEED DIRECT JAKSN DIRECT HEATHER FOR THE ILS RWY 34L AND INCREASE AIRSPD, NOT TO EXCEED 250 KTS. IT WAS THEN THAT I NOTICED OUR AIRSPD ACCELERATING THROUGH 235 KTS AND THE FLAPS STILL SELECTED AT 5 DEGS. I IMMEDIATELY BROUGHT THIS TO THE FO'S ATTN AND SHE PROMPTLY SLOWED DOWN. THE LIMIT WAS EXCEEDED FOR LESS THAN A COUPLE OF MINS BUT AFTER LNDG IN SEA I PLACED AN ENTRY IN THE MAINT LOG.
