Narrative:
Occurrence on a VFR flight from teb to fdk. A request was made with teterboro clearance delivery for a class B clearance and VFR flight following. Clearance delivery responded with a discrete transponder code. Teterboro tower (local control) issued takeoff clearance on runway 24 at approximately XA00 local. Aircraft departed maintaining runway heading. Tower (local control) stated that aircraft was in radar contact and instructed the aircraft to fly a heading of 270 degrees. The aircraft complied. Tower then instructed the aircraft to fly a heading of 300 degrees. The aircraft complied. A request was made to the tower for a handoff to approach/departure control. The tower controller responded 'I'm working on it.' at approximately XA05 the tower controller indicated that a handoff was impossible 'unable handoff' and that the aircraft should squawk 1200 and change frequencys. No frequency was assigned. No handoff was made. The tower controller then announced that 'all teterboro departures were on hold due to system saturation.' the pilot then turned the aircraft abruptly to a heading of 240 degrees, so as to avoid essex county (cdw) and mmu class D airspace. A handoff to departure, a class B clearance, and radar flight following was never provided. Takeoff clearance should never have been issued if the system was saturated. It is most unusual for a tower (local) controller to issue radar vectors to an aircraft.

Title: PA46 VFR DEP FROM TEB IS REFUSED RADAR FLT FOLLOWING FROM N90 AFTER LEAVING TEB CLASS D.
Narrative: OCCURRENCE ON A VFR FLT FROM TEB TO FDK. A REQUEST WAS MADE WITH TETERBORO CLRNC DELIVERY FOR A CLASS B CLRNC AND VFR FLT FOLLOWING. CLRNC DELIVERY RESPONDED WITH A DISCRETE XPONDER CODE. TETERBORO TWR (LCL CTL) ISSUED TKOF CLRNC ON RWY 24 AT APPROX XA00 LCL. ACFT DEPARTED MAINTAINING RWY HDG. TWR (LCL CTL) STATED THAT ACFT WAS IN RADAR CONTACT AND INSTRUCTED THE ACFT TO FLY A HDG OF 270 DEGS. THE ACFT COMPLIED. TWR THEN INSTRUCTED THE ACFT TO FLY A HDG OF 300 DEGS. THE ACFT COMPLIED. A REQUEST WAS MADE TO THE TWR FOR A HDOF TO APCH/DEP CTL. THE TWR CTLR RESPONDED 'I'M WORKING ON IT.'
