Narrative:

Automated handoff could not be accomplished and a manual handoff needed to be done. N90 would not acknowledge landline calls and a spin needed to be issued to aircraft. The ensuing vectors violated N90 airspace. This is a common problem and is a severe safety issue. Automation to N90 needs improvement. Supplemental information from acn 631959: aircraft was manual handoff, receiving controller did not answer line. Aircraft breached recovery controller's airspace before turn was accomplished.

Title: ZBW CTLR EXPERIENCED OPDEV WHEN RECEIVING CTLR FAILED TO ACCEPT AUTO HDOF AND ANSWER LANDLINE FOR MANUAL HDOF.

Narrative: AUTOMATED HDOF COULD NOT BE ACCOMPLISHED AND A MANUAL HDOF NEEDED TO BE DONE. N90 WOULD NOT ACKNOWLEDGE LANDLINE CALLS AND A SPIN NEEDED TO BE ISSUED TO ACFT.
