Narrative:
After a long taxi and briefing the fact that the vancouver 3 departure has a note in small print at the bottom of the chart that says 'contact departure control after passing 1000 ft unless instructed otherwise by ATC...' both the first officer and I forgot to do this. We were concentrating on another non-standard procedure for takeoff, which is to maintain V2 + 10-20 KTS to 3000 ft, reduce climb power at 1500 ft, and retract flaps at 3000 ft instead of the normal 1000 ft flap retraction altitude. I do not fly to and from cyvr very often and forgot to remind the first officer to switch to departure control at 1000 ft. I was concentrating on flying into IMC conditions, (5 mi visibility, light rain showers, 3000 ft overcast) listening to ATC, and not calling for 'N1, bug up' at 1000 ft. The first officer said he was monitoring the traffic, that the airspeed was V2 + 10-20 KTS, and the outside air temperature because anti-ice would be needed once we entered IFR conditions. We forgot because it isn't normal procedure to automatically contact departure control. The tower controller finally told us to switch to departure control at 3500 ft just before the first officer picked up the microphone to ask to switch. From about 3100 ft until the controller called us at about 3500 ft the first officer and I were discussing why we had not been given a vector for a turn on course. Corrective action: print the note at the top of the chart in bigger font.
