Narrative:
At approximately XA00Z, I saw a delamination line propagating from the lower left front of my windscreen toward the upper right. Arcing and sparks appeared along the line. I pointed this out to the captain and he called for the emergency descent checklist. About this time, the outer layer of the windshield glass failed with a loud popping sound, and spider-web of cracks appeared. While I completed the checklist, the captain coordinated an emergency divert to ZZZ. Our original destination was ZZZ1. He flew the aircraft, coordinated with the cabin crew, and briefed the passenger. We landed via a visual approach to runway 13 at ZZZ with a chase response from emergency equipment. Passenger and flight attendants remained seated during the uneventful taxi to parking.

Title: WHEN AN A320 FLT CREW EXPERIENCES A FAILURE OF THE FO'S OUTER WINDSHIELD PANE THEY DECIDE TO MAKE AN EMER DIVERSION TO ZZZ.
Narrative: AT APPROX XA00Z, I SAW A DELAMINATION LINE PROPAGATING FROM THE LOWER L FRONT OF MY WINDSCREEN TOWARD THE UPPER R. ARCING AND SPARKS APPEARED ALONG THE LINE. WHILE I COMPLETED THE CHKLIST, THE CAPT COORDINATED AN EMER DIVERT TO ZZZ. OUR ORIGINAL DEST WAS ZZZ1. HE FLEW THE ACFT, COORDINATED WITH THE CABIN CREW, AND BRIEFED THE PAX. WE LANDED VIA A VISUAL APCH TO RWY 13 AT ZZZ WITH A CHASE RESPONSE FROM EMER EQUIP. PAX AND FLT ATTENDANTS REMAINED SEATED DURING THE UNEVENTFUL TAXI TO PARKING.
