Narrative:
Upon departure time the APU shut down. A second attempt to restart was made without success. The first officer related the problem to the mechanic and ground power was connected. The left engine was started at the gate. After start up the mechanic asked us to push back and write the problem up en route. I refused his request and questioned why he would want us to avoid the proper procedure. He then stated that he would need to come into the aircraft to pull some circuit breakers and defer the APU. A few mins had passed and another voice came over the intercom loudly asking us why this was taking so long and 'I don't know why you guys are still at the gate.' I then attempted to explain that I was waiting for his partner to complete the log entry. At about that time the new MEL was coming over the printer.

Title: A B757 FLT CREW IS TOLD BY MAINT TO WRITE UP A MALFUNCTIONING APU AT DEST RATHER THAN WRITING UP BEFORE THE FLT WHICH IS REQUIRED BY THE FAR'S.
Narrative: UPON DEP TIME THE APU SHUT DOWN. A SECOND ATTEMPT TO RESTART WAS MADE WITHOUT SUCCESS. THE FO RELATED THE PROB TO THE MECH AND GND PWR WAS CONNECTED. THE L ENG WAS STARTED AT THE GATE. AFTER START UP THE MECH ASKED US TO PUSH BACK AND WRITE THE PROB UP ENRTE. I REFUSED HIS REQUEST AND QUESTIONED WHY HE WOULD WANT US TO AVOID THE PROPER PROC. HE THEN STATED THAT HE WOULD NEED TO COME INTO THE ACFT TO PULL SOME CIRCUIT BREAKERS AND DEFER THE APU. A FEW MINS HAD PASSED AND ANOTHER VOICE CAME OVER THE INTERCOM LOUDLY ASKING US WHY THIS WAS TAKING SO LONG AND 'I DON'T KNOW WHY YOU GUYS ARE STILL AT THE GATE.' I THEN ATTEMPTED TO EXPLAIN THAT I WAS WAITING FOR HIS PARTNER TO COMPLETE THE LOG ENTRY. AT ABOUT THAT TIME THE NEW MEL WAS COMING OVER THE PRINTER.
