Narrative:
I was flight attendant #3 on this flight, we were taxiing for takeoff, when the captain noticed a mechanical in the right engine. We were going to have to go back to the gate and fix it. A passenger in row xx told us about the 2 men in row yy, that they were drinking and had finished a whole bottle of vodka. Flight attendant #7 went up to tell flight attendant #1 and the captain. Those flight attendants along with the captain wanted these 2 men off before we took off. It took 45 mins with passenger service mgrs and flight service mgrs to get them off. We showed them in our manual the far about drinking on the airplane, but they seemed afraid or better yet didn't want to take the time to do this. Finally after the captain yelled at them, they took the 2 men and an interpreter (they were in a russian travel group) they went peacefully. The issue was basically the flight attendants doing their job, the captain doing his job and the mgrs not really wanting to participate until forced by captain. All flight attendants did fill out the appropriate paperwork and turned it into airline event center.

Title: DURING A RETURN TO THE GATE FOR A B767-200 MAINT PROB, IT WAS NOTED THAT DURING THIS GND TIME 2 PAX HAD CONSUMED A BOTTLE OF VODKA. RPT DEALS WITH THE 45 MIN DELAY IN GETTING GATE AGENTS TO ACT ON REMOVING THE 2 PAX AT JFK.
Narrative: I WAS FLT ATTENDANT #3 ON THIS FLT, WE WERE TAXIING FOR TKOF, WHEN THE CAPT NOTICED A MECHANICAL IN THE R ENG. WE WERE GOING TO HAVE TO GO BACK TO THE GATE AND FIX IT. A PAX IN ROW XX TOLD US ABOUT THE 2 MEN IN ROW YY, THAT THEY WERE DRINKING AND HAD FINISHED A WHOLE BOTTLE OF VODKA. FLT ATTENDANT #7 WENT UP TO TELL FLT ATTENDANT #1 AND THE CAPT. THOSE FLT ATTENDANTS ALONG WITH THE CAPT WANTED THESE 2 MEN OFF BEFORE WE TOOK OFF. IT TOOK 45 MINS WITH PAX SVC MGRS AND FLT SVC MGRS TO GET THEM OFF. WE SHOWED THEM IN OUR MANUAL THE FAR ABOUT DRINKING ON THE AIRPLANE, BUT THEY SEEMED AFRAID OR BETTER YET DIDN'T WANT TO TAKE THE TIME TO DO THIS. FINALLY AFTER THE CAPT YELLED AT THEM, THEY TOOK THE 2 MEN AND AN INTERPRETER (THEY WERE IN A RUSSIAN TRAVEL GROUP) THEY WENT PEACEFULLY. THE ISSUE WAS BASICALLY THE FLT ATTENDANTS DOING THEIR JOB, THE CAPT DOING HIS JOB AND THE MGRS NOT REALLY WANTING TO PARTICIPATE UNTIL FORCED BY CAPT. ALL FLT ATTENDANTS DID FILL OUT THE APPROPRIATE PAPERWORK AND TURNED IT INTO AIRLINE EVENT CTR.
