Narrative:
I contacted oak FSS and requested a standard WX briefing and NOTAMS along my route. I was advised that the WX would be good along my route, and that the only flight restrs were off the williams VOR (ila) where some fire bombers were operating. After flying for about 2 1/2 hours, I was at 12500 ft MSL near S03 when I noticed an F16 flying circles around my airplane, dropping flares. I attempted to contact the aircraft on 121.5. I received a response, apparently from a controller, that I had entered restr airspace and I was instructed to turn to a heading of 180 degrees. Since I didn't know how long the controller intended to have me maintain the heading of 180 degrees, I informed the controller that I had a low fuel state, and would like to land. The controller asked if S03 would be acceptable, and I replied that it was an acceptable airfield, and landed. After landing, I was met by local law enforcement, and after a while, they informed me that I had entered a tfr. I informed the law enforcement personnel that I had obtained a preflight briefing, including getting NOTAMS, and that I was not given the tfr NOTAM in my briefing. I was given a card to contact the ZSE operations manager, and was released. I next called the ZSE operations manager. He informed me that the tfr was in effect on oct/fri/04 from XA00Z through oct/fri/04 XT00Z. From my understanding, I performed everything that was required for my flight, and it appears to me that there was some kind of breakdown in the NOTAM system. Obviously, the most important thing to do is figure out why the NOTAM was not delivered to me in my preflight briefing and correct this problem.

Title: PLT OF SMA NEAR MFD IS INTERCEPTED FOR ENTERING TFR. FSS PREFLT BRIEFING HAD NOT INCLUDED A BRIEFING ON THE AREA.
Narrative: I CONTACTED OAK FSS AND REQUESTED A STANDARD WX BRIEFING AND NOTAMS ALONG MY RTE. I WAS ADVISED THAT THE WX WOULD BE GOOD ALONG MY RTE, AND THAT THE ONLY FLT RESTRS WERE OFF THE WILLIAMS VOR (ILA) WHERE SOME FIRE BOMBERS WERE OPERATING. I RECEIVED A RESPONSE, APPARENTLY FROM A CTLR, THAT I HAD ENTERED RESTR AIRSPACE AND I WAS INSTRUCTED TO TURN TO A HDG OF 180 DEGS. SINCE I DIDN'T KNOW HOW LONG THE CTLR INTENDED TO HAVE ME MAINTAIN THE HDG OF 180 DEGS, I INFORMED THE CTLR THAT I HAD A LOW FUEL STATE, AND WOULD LIKE TO LAND. THE CTLR ASKED IF S03 WOULD BE ACCEPTABLE, AND I REPLIED THAT IT WAS AN ACCEPTABLE AIRFIELD, AND LANDED. I WAS GIVEN A CARD TO CONTACT THE ZSE OPS MGR, AND WAS RELEASED. I NEXT CALLED THE ZSE OPS MGR. HE INFORMED ME THAT THE TFR WAS IN EFFECT ON OCT/FRI/04 FROM XA00Z THROUGH OCT/FRI/04 XT00Z. FROM MY UNDERSTANDING, I PERFORMED EVERYTHING THAT WAS REQUIRED FOR MY FLT, AND IT APPEARS TO ME THAT THERE WAS SOME KIND OF BREAKDOWN IN THE NOTAM SYS. OBVIOUSLY, THE MOST IMPORTANT THING TO DO IS FIGURE OUT WHY THE NOTAM WAS NOT DELIVERED TO ME IN MY PREFLT BRIEFING AND CORRECT THIS PROB.
