Narrative:
On aug/sat/04, I was called onto air carrier X at departure to evaluate a baggage restraint bar on seat abc during this time I found the bar pulled away from the seat at the vertical connection point on one end. I also found the bar was fully secured at the other end of the seat assembly and also secured on the front legs of the seat. I then determined that the baggage bar would be functional in its design to hold the luggage securely and properly which is required to be safe and airworthy. I thought following the maintenance procedures manual it was proper to program this item due to its safe condition.

Title: A B737-400 WAS DISPATCHED IN NON COMPLIANCE WITH AN UNDER SEAT BAGGAGE RESTRAINT BAR WITH END FITTING DAMAGED. SIGNED OF AS OK FOR SVC.
Narrative: ON AUG/SAT/04, I WAS CALLED ONTO ACR X AT DEP TO EVALUATE A BAGGAGE RESTRAINT BAR ON SEAT ABC DURING THIS TIME I FOUND THE BAR PULLED AWAY FROM THE SEAT AT THE VERT CONNECTION POINT ON ONE END. I ALSO FOUND THE BAR WAS FULLY SECURED AT THE OTHER END OF THE SEAT ASSEMBLY AND ALSO SECURED ON THE FRONT LEGS OF THE SEAT. I THEN DETERMINED THAT THE BAGGAGE BAR WOULD BE FUNCTIONAL IN ITS DESIGN TO HOLD THE LUGGAGE SECURELY AND PROPERLY WHICH IS REQUIRED TO BE SAFE AND AIRWORTHY. I THOUGHT FOLLOWING THE MAINT PROCS MANUAL IT WAS PROPER TO PROGRAM THIS ITEM DUE TO ITS SAFE CONDITION.
