Narrative:
I am a flight service station specialist at ZZZ FSS, where as part of our duties we provide airport advisory service. The relief briefing when I first came on duty at XA00Z and took over if 1 (local control position) and controller in charge (controller in charge), was not recorded. The specialist being relieved says she conveyed that runway X/xx was closed along with numerous other items of information. I can neither confirm nor deny this statement, but the runway incursion device was not being used. Subsequently, when the wind shifted I gave airport advisories saying that the favored runway was runway X. One aircraft landed, with 2 others in the pattern to land. When I was informed on frequency of the runway status by state DOT personnel, I told the other 2 aircraft that runway X/xx was closed and to use runway 9/27. The runway was notamed closed in the predawn hours due to ice and nil braking action. The aircraft that landed in the early afternoon reported braking action as fair. There were no people or equipment on the runway.

Title: A FLT SVC STATION SPECIALIST ADVISED PLTS THAT A CTAF RWY CLOSED FOR ICE WAS THE PREFERRED LNDG RWY BECAUSE HE DID NOT KNOW THAT THE RWY HAD BEEN CLOSED.
Narrative: I AM A FLT SVC STATION SPECIALIST AT ZZZ FSS, WHERE AS PART OF OUR DUTIES WE PROVIDE ARPT ADVISORY SVC. THE RELIEF BRIEFING WHEN I FIRST CAME ON DUTY AT XA00Z AND TOOK OVER IF 1 (LCL CTL POS) AND CIC (CTLR IN CHARGE), WAS NOT RECORDED. THE SPECIALIST BEING RELIEVED SAYS SHE CONVEYED THAT RWY X/XX WAS CLOSED ALONG WITH NUMEROUS OTHER ITEMS OF INFO. I CAN NEITHER CONFIRM NOR DENY THIS STATEMENT, BUT THE RWY INCURSION DEVICE WAS NOT BEING USED. SUBSEQUENTLY, WHEN THE WIND SHIFTED I GAVE ARPT ADVISORIES SAYING THAT THE FAVORED RWY WAS RWY X. ONE ACFT LANDED, WITH 2 OTHERS IN THE PATTERN TO LAND. WHEN I WAS INFORMED ON FREQ OF THE RWY STATUS BY STATE DOT PERSONNEL, I TOLD THE OTHER 2 ACFT THAT RWY X/XX WAS CLOSED AND TO USE RWY 9/27. THE RWY WAS NOTAMED CLOSED IN THE PREDAWN HRS DUE TO ICE AND NIL BRAKING ACTION. THE ACFT THAT LANDED IN THE EARLY AFTERNOON RPTED BRAKING ACTION AS FAIR. THERE WERE NO PEOPLE OR EQUIP ON THE RWY.
