Narrative:

Operations order requires the crew to inspect the condition of cans, pallets, and nets and the specifics of loading which the crew cannot accomplish because we have not been trained, have no training manuals to refer to on how to complete these tasks. We had to inform ground crews as to the new procedure of what we thought was required so they would understand these changes were to make cargo safer and not make their jobs harder. The loader caused health concerns because it had excessive fumes from exhaust backing up into the loading area making it hard to breathe for both crew and cargo workers.

Title: A B737-200C PLT THINKS THERE SHOULD BE TRAINING TO INSPECT THE CONDITION OF CANS, PALLETS, AND NETS IN A CARGO OP.

Narrative: OPS ORDER REQUIRES THE CREW TO INSPECT THE CONDITION OF CANS, PALLETS, AND NETS AND THE SPECIFICS OF LOADING WHICH THE CREW CANNOT ACCOMPLISH BECAUSE WE HAVE NOT BEEN TRAINED, HAVE NO TRAINING MANUALS TO REFER TO ON HOW TO COMPLETE THESE TASKS. WE HAD TO INFORM GND CREWS AS TO THE NEW PROC OF WHAT WE THOUGHT WAS REQUIRED SO THEY WOULD UNDERSTAND THESE CHANGES WERE TO MAKE CARGO SAFER AND NOT MAKE THEIR JOBS HARDER. THE LOADER CAUSED HEALTH CONCERNS BECAUSE IT HAD EXCESSIVE FUMES FROM EXHAUST BACKING UP INTO THE LOADING AREA MAKING IT HARD TO BREATHE FOR BOTH CREW AND CARGO WORKERS.
