Narrative:
On taxi out from tpa the automatic spoilers armed but the servo did not cycle. At a very slow taxi, to confirm that the spoilers could still deploy, I had the first officer deploy them. Bad choice. I had already armed the autobrakes which activated and the aircraft came to an abrupt stop throwing 2 flight attendants down. They felt that they were ok and we continued. As we taxied up to the departure point, we noticed that the 'do not arm automatic spoiler light' was illuminated. As per checklist we pulled the 2 circuit breakers and reset them and the light went out. The servo then activated on the spoiler lever. The flight was normal until we landed and parked at the gate where we noticed that the 'do not arm' light was illuminated again. I wrote the problem up in the logbook.
