Narrative:
I noticed converging VFR traffic (aircraft Z) with aircraft X during issuance of a clearance to another aircraft (aircraft Y). The aircraft Y's readback and a subsequent blocked frequency prevented me from making a timely traffic call to aircraft X about aircraft Z and stopping descent to void aircraft Z.

Narrative: I NOTICED CONVERGING VFR TFC (ACFT Z) WITH ACFT X DURING ISSUANCE OF A CLRNC TO ANOTHER ACFT (ACFT Y). THE ACFT Y'S READBACK AND A SUBSEQUENT BLOCKED FREQ PREVENTED ME FROM MAKING A TIMELY TFC CALL TO ACFT X ABOUT ACFT Z AND STOPPING DSCNT TO VOID ACFT Z.
