Being asked to run the horizontal stabilizer by the yoke pickle switches up to the automatic stop, wait a bit, then run it to the down automatic stop. (Tooling fixture was in place on stabilizer and resulted in damage to aircraft structure when stabilizer was moved.) contributing factors: 1) work cards: too much/conflicting information. 2) communication: between technicians.

Title: A DC9-80 INCURRED DAMAGE TO THE ACFT STRUCTURE WHEN THE HORIZ STABILIZER TRIM WAS OPERATED WITH THE TOOLING FIXTURE INSTALLED.
Narrative: BEING ASKED TO RUN THE HORIZ STABILIZER BY THE YOKE PICKLE SWITCHES UP TO THE AUTO STOP, WAIT A BIT, THEN RUN IT TO THE DOWN AUTO STOP. (TOOLING FIXTURE WAS IN PLACE ON STABILIZER AND RESULTED IN DAMAGE TO ACFT STRUCTURE WHEN STABILIZER WAS MOVED.)
