Narrative:
BE36 violated class D airspace. First call he was inside airspace, I had 2 other aircraft in close proximity due to low ceiling. 1 aircraft overflying at 3000 ft advised he could not continue wbound at 3000 ft and maintain VFR. Second aircraft was east, inbound at 2500 ft. Third aircraft was a student departure who decided to return to land immediately after departure due to ceiling. Airspace violations occur several times daily at sdl. We usually just don't have the time to follow up and report them. Management seems content to not report them or violate pilots. Maybe they will after one of these aircraft run into a G4.

Title: SDL ATCT LCL CTLR CONCERNED WITH HIGH NUMBER OF INCIDENTS WITH ACFT ENTERING CLASS D AIRSPACE WITHOUT A CLRNC. A CONFLICT OCCURRED IN THE PATTERN BTWN A PA28 TRAINING AND A BE36 CRUISING THROUGH THE AREA.
Narrative: BE36 VIOLATED CLASS D AIRSPACE. FIRST CALL HE WAS INSIDE AIRSPACE, I HAD 2 OTHER ACFT IN CLOSE PROX DUE TO LOW CEILING. 1 ACFT OVERFLYING AT 3000 FT ADVISED HE COULD NOT CONTINUE WBOUND AT 3000 FT AND MAINTAIN VFR. SECOND ACFT WAS E, INBOUND AT 2500 FT. THIRD ACFT WAS A STUDENT DEP WHO DECIDED TO RETURN TO LAND IMMEDIATELY AFTER DEP DUE TO CEILING. AIRSPACE VIOLATIONS OCCUR SEVERAL TIMES DAILY AT SDL. WE USUALLY JUST DON'T HAVE THE TIME TO FOLLOW UP AND RPT THEM. MGMNT SEEMS CONTENT TO NOT RPT THEM OR VIOLATE PLTS. MAYBE THEY WILL AFTER ONE OF THESE ACFT RUN INTO A G4.
