Narrative:
An air carrier dispatch was using ACARS to issue their pilot cross trake intersection at or after times. This caused several aircraft that had been assigned 320 KTS to reduce to 250 KTS and other aircraft were running over them.

Title: ZKC CTLR CONCERNED WITH AN INCORRECT INTXN SPD RESTR THAT WAS INITIATED WITHOUT ZKC COORD TO COMPANY ACFT BY ACR COMPANY DISPATCH.
Narrative: AN ACR DISPATCH WAS USING ACARS TO ISSUE THEIR PLT CROSS TRAKE INTXN AT OR AFTER TIMES. THIS CAUSED SEVERAL ACFT THAT HAD BEEN ASSIGNED 320 KTS TO REDUCE TO 250 KTS AND OTHER ACFT WERE RUNNING OVER THEM.
