Narrative:

Accomplished change order authority/authorized cabin pressure controller modification and the aircraft came back for pressurization problem. Callback conversation with reporter revealed the following information: the reporter stated the pressurization controller was delivered with the plastic cap in the sensing port and was not removed prior to installation. The reporter said the FAA has sent a letter of investigation which the reporter answered.

Title: AN AIRBUS 320 AFTER TKOF AND CLB DIVERTED DUE TO FAILURE TO PRESSURIZE THE CABIN CAUSED BY A SHIPPING CAP BLOCKING THE CONTROLLER SENSING PORT.

Narrative: ACCOMPLISHED CHANGE ORDER AUTH CABIN PRESSURE CONTROLLER MODIFICATION AND THE ACFT CAME BACK FOR PRESSURIZATION PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE PRESSURIZATION CONTROLLER WAS DELIVERED WITH THE PLASTIC CAP IN THE SENSING PORT AND WAS NOT REMOVED PRIOR TO INSTALLATION. THE RPTR SAID THE FAA HAS SENT A LETTER OF INVESTIGATION WHICH THE RPTR ANSWERED.
