Narrative:

On vectors to intercept the brigham city 1 arrival, center gave us clearance to cross cartr intersection at 15000 ft. When I asked why clearance was 15000 ft vice 16000 ft as listed on STAR for south operations, they said it had been changed months ago. Had it really, or had the controllers just decided to change it without reporting to commercial chart company. Both the first officer's and my arrival plates were dated jul/xa/98. Lack of follow through negates the advantages of having a STAR. Callback conversation with reporter revealed the following information: reporter advised this situation has happened a couple times before. When ATC was questioned, he was advised that a NOTAM had been sent changing the 'expect' crossing restr of cartr intersection from 16000 ft to 15000 ft. The reporter was not able to find the effected NOTAM through the company at the time. Analyst called a primary commercial charting company to determine if they had received any recent changes for the brigham city 1 STAR. They had a proposed change to be effective in the next charting cycle, apr/99. Analyst called a ZLC specialist to determine if they had sent in a STAR change for the brigham city 1 STAR. He advised that a NOTAM had been effective in jan/99 changing cartr intersection from 16000 ft to 15000 ft. The DOD pubs would reflect the 'expect' altitude change in the apr/99 charting cycle update.
