Aircraft X wbound at FL310. Aircraft Y wbound at FL260. Indy center releases control for turns on aircraft X. Aircraft X was given direct bum. Aircraft X advised he was going direct bum. Indy center releases control for higher on aircraft Y. Aircraft Y climbed to FL310. Aircraft X 10 NM west of pxv. Aircraft Y over pxv makes a approximately 40 degree right turn into the path of aircraft X. Aircraft Y was issued a 270 degree heading. Aircraft Y never acknowledges the turn for traffic. Trainer takes over. Supplemental information from acn 638732: aircraft X was wbound at FL310. Aircraft Y had just climbed from FL260 to FL310 and executed a right turn at the pxv VOR. The flight plan was via fix radial distances of vors. The turn was per flight plan but not expected by controller due to confusion of the flight plan elements. Both aircraft responded to TCASII RA.

ACFT Y NEVER ACKNOWLEDGES THE TURN FOR TFC. TRAINER TAKES OVER. SUPPLEMENTAL INFO FROM ACN 638732: ACFT X WAS WBOUND AT FL310. ACFT Y HAD JUST CLBED FROM FL260 TO FL310 AND EXECUTED A R TURN AT THE PXV VOR. THE FLT PLAN WAS VIA FIX RADIAL DISTANCES OF VORS.
