Narrative:
My citation jet 525 call sign is abc. Captain was PF, I was first officer in right seat. Was level at 7000 ft MSL, either on vectors or STAR. ATC called 'abc, turn left immediately to heading 280 degrees, rj 12 O'clock position.' my captain turned left, I called out he (rj) is 500 ft below and slightly right (off TCASII screen) and looked outside. My captain also climbed to get away from the rj. I read back initial call, and prioritize avoiding the rj over talking on the radio, and then read back after we were clear (5-10 seconds later). ATC gave altitude and heading and then passed us off to another approach controller. ATC never told us we had done anything wrong, or if the rj had done anything wrong. Therefore, we concluded it was ATC error. We never had visual on the rj. ATC had been mistakenly calling us 'bac' instead of the correct 'abc.' I caught all these errors, and read back and clarified appropriately.
Original NASA ASRS Text
Title: C525 WITH PCT AT 7000 FT ON VECTORS TO IAD EXPERIENCED TCASII RA WITH ISSUED RJ TFC.
Narrative: MY CITATION JET 525 CALL SIGN IS ABC. CAPT WAS PF, I WAS FO IN R SEAT. WAS LEVEL AT 7000 FT MSL, EITHER ON VECTORS OR STAR. ATC CALLED 'ABC, TURN L IMMEDIATELY TO HDG 280 DEGS, RJ 12 O'CLOCK POS.' MY CAPT TURNED L, I CALLED OUT HE (RJ) IS 500 FT BELOW AND SLIGHTLY R (OFF TCASII SCREEN) AND LOOKED OUTSIDE. MY CAPT ALSO CLBED TO GET AWAY FROM THE RJ. I READ BACK INITIAL CALL, AND PRIORITIZE AVOIDING THE RJ OVER TALKING ON THE RADIO, AND THEN READ BACK AFTER WE WERE CLR (5-10 SECONDS LATER). ATC GAVE ALT AND HDG AND THEN PASSED US OFF TO ANOTHER APCH CTLR.
