Narrative:
Flight X received a TCASII alert and then an RA during an ILS runway 18L approach to cvg. After the RA was received, the captain disconnected the autoplt and leveled the aircraft (the RA was 'monitor vertical speed'). Shortly thereafter, the RA went away, the flight was in VMC, and the approach and landing continued uneventfully. Another air carrier flight Y, 3-4 mi in front of us, also received the RA and executed a go around. Another air carrier flight behind us, also reported the traffic on TCASII, east of their position. The control tower at cvg did not know of any aircraft in the vicinity and could not see it from the control tower. It is my feeling that the aircraft Z was not on a flight plan, was not talking to any controller, was staying VMC underneath the cloud deck (900 ft broken), wandered into the class B, and finally realized his/her error at the ohio river and then proceeded east up the river.

Title: DURING A BROKEN OVCST AT 900 FT, AN UNKNOWN INTRUDER ACFT CREATED SEVERAL TCASII ALERTS FOR ARRIVING ACR FLTS ON ILS APCH TO RWY 18L AT CVG.
Narrative: FLT X RECEIVED A TCASII ALERT AND THEN AN RA DURING AN ILS RWY 18L APCH TO CVG. AFTER THE RA WAS RECEIVED, THE CAPT DISCONNECTED THE AUTOPLT AND LEVELED THE ACFT (THE RA WAS 'MONITOR VERT SPD'). SHORTLY THEREAFTER, THE RA WENT AWAY, THE FLT WAS IN VMC, AND THE APCH AND LNDG CONTINUED UNEVENTFULLY. ANOTHER ACR FLT Y, 3-4 MI IN FRONT OF US, ALSO RECEIVED THE RA AND EXECUTED A GAR. ANOTHER ACR FLT BEHIND US, ALSO RPTED THE TFC ON TCASII, E OF THEIR POS. THE CTL TWR AT CVG DID NOT KNOW OF ANY ACFT IN THE VICINITY AND COULD NOT SEE IT FROM THE CTL TWR. IT IS MY FEELING THAT THE ACFT Z WAS NOT ON A FLT PLAN, WAS NOT TALKING TO ANY CTLR, WAS STAYING VMC UNDERNEATH THE CLOUD DECK (900 FT BROKEN), WANDERED INTO THE CLASS B, AND FINALLY REALIZED HIS/HER ERROR AT THE OHIO RIVER AND THEN PROCEEDED E UP THE RIVER.
