Narrative:
On arrival into ZZZ1 flying ILS 2, at 7.6 mi, completed gear down landing checklist with the nose gear red warning lights/horn 'on.' WX at the time was 1 mi with 700 ft, few clouds and rain. Flew missed approach procedure with radar vectoring towards the south in VMC. Cycled the landing gear twice with nose gear still showing unsafe. Referred to QRH and reviewed the manual gear extension. Unable to do fly-by for gear check due to WX. Returned to ZZZ2, declared emergency with equipment standing by. Descending into their airspace, completed manual landing gear extension with all green lights. Did fly-by following runway 8L and was told by tower that gear appeared down and locked. Flew back around right downwind and landed full stop on runway 8L. Exited runway at taxiway Y and had mechanics install nose gear pin. Taxied to gate without further incident.

DID FLY-BY FOLLOWING RWY 8L AND WAS TOLD BY TWR THAT GEAR APPEARED DOWN AND LOCKED. FLEW BACK AROUND R DOWNWIND AND LANDED FULL STOP ON RWY 8L. EXITED RWY AT TXWY Y AND HAD MECHS INSTALL NOSE GEAR PIN. TAXIED TO GATE WITHOUT FURTHER INCIDENT.
